A Comparative Study of the Role of Entertainment in the Development of City Regions

In times of globalization, cities are forced to compete for international institutions and inward investment, for qualified labor and students, for tourists, conventions and cultural or sports events. Given the growing importance of soft location factors, and responding to changing life styles of urban households, forward looking cities focus their urban policies more and more on the improvement of soft location factors. Gradually, cities become centers of entertainment and locations for creative industries. Los Angeles and Berlin are such two city regions, where the arts and urban entertainment are essential factors of urban and local economic development. Based on the review of literature on the role of the arts, entertainment and creative industries for urban development, this policy field will be explored by two teams of graduated students from the Institut für Stadt- und Regionalplanung of the Technischen Universität Berlin (TUB) and the School of Policy and Planning of the University of Southern California (USC), Los Angeles during May 2002 and March 2003. The outcome of the work of the "Berlin team" will be a comprehensive (public-private) urban development strategy for one of the urban districts of the city.
